Coming to spectacular Singapore to avail the advantages of pursuing higher education from the prestigious and world class universities requires that the student should acquire a Student’s Pass from the Immigration and Checkpoints Authority of duration as long as the duration of the course. Student’s Pass
If accepted by an educational institution or university, an international student is required to apply for a Student’s Pass to take up a full time course in Singapore unless the student holds a:
  • Dependant’s Pass and is studying in Government/Government-Aided/ Independent school/Foreign System School/Kindergarten institution registered with the Ministry of Education
  • Immigration Exemption Order (IOE)
  • Short term Visit Pass granted at Singapore Checkpoint. Thi8s is for students who wish to attend a short course that can be completed within the initial validity of the initial Visit Pass or 30 days, whichever is shorter.
 
Application Procedure
All international students, except those who hold Immigration Exemption Order (IOE), are required to apply for student’s pass to pursue a full-time course in an Institute of Higher Learning (IHL). The applications must be submitted, at least one month and not more than two months before the course starts, through Student’s Pass Online Application & Registration System (SOLAR). The process will take place in two stages: first through registration of application by the IHL and then submission of the actual application by the student.
 
Registration
The IHL from where the student wants to pursue further education must first register the student with the following information through the SOLAR system:
  • Name, date of birth, gender and nationality of the student (as appear in travel document)
  • Course details, Starting & End dates of the course
  • SOLAR application reference number
 
Submission
After the registration for the the application is successfully done by the IHL, the student can proceed with submission of the application form (eForm 16) by logging into his/her SOLAR account. The following information should be entered:
  • A registration acknowledgement notice with the login information provided by the IHL
  • Travel document/passport details (including travel document/passport number, date of expiry, etc)
  • NRIC/FIN of parents if the student’s parents are Singaporeans or foreigners who are working or residing in Singapore
  • Singapore’s address and contact details (if not available, school’s registered address needs to be entered)
  • Applicant’s email address.
  • One recent passport-sized color photograph to be pasted on the top-right corner of eForm 16 (the image must not be more than 3 months old, should be in color, and taken against a white background with matt or semi-matt finish)
 
After duly completing and submitting the eForm 16 through SOLAR, the student is to take a print out of the form for submission at the Student’s Pass Unit, Immigrations and Checkpoints Authority (ICA). At the time of submission of the printed copy of the eForm 16, ICA may ask for additional documents from the student if required.
After all the details and documents have been verified by the ICA (at least 10 working days), the student will be issued an In-Principle Approval letter (IPA) through the IHL. Student will be allowed to enter Singapore by producing the IPA at the checkpoints. No separate visa should be applied for by the student.
Once the student arrives in Singapore, he/she is required to report at the Student’s Pass unit, ICA, for completion of rest of the formalities and issuance of the Student’s Pass. The student should present the authorities with the following documentary evidence:
  • Student’s valid passport. A copy of the passport particulars page must be submitted
  • The Disembarkation/Embarkation card of the student, granted on entry into Singapore. If the student is currently residing in Singapore on other long term passes, he/she is required to bring along that pass
  • One recent color passport-sized photograph
  • The printout of eForm 16 submitted through SOLAR (duly signed by the applicant)
  • A copy of the in-principle approval (IPA) letter
  • A medical report in the format prescribed by the ICA
 
Student’s Pass Fee
A processing fee of SGD $30 will be charged from the student at the time of submission of the application form. This fee is non-refundable and can be paid via credit/debit card or internet bank. Issuance fee of SGD $60 will also be charged from the student for the pass to be issued. A further SGD $30 will be charged for multiple-entry visa fee.
